Alcensoft secures major contract for new alarm management tool for all Norwegian 110-centres

Alcensoft has entered into an important 8-year contract with Nasjonalt kommunesamarbeid for the 110-centres IKS (NKS110). The contract involves the delivery of a new and ground-breaking alarm handling tool (AHV) to all Norwegian 110 centres. The new solution must strengthen robustness and information security across the country.
Strategic decision for the benefit of all of Norway
The decision to award the contract to Alcensoft A/S was made after an extensive tender round in which several prominent companies participated, including Locus AS and Innovative Business Software A/S / Bold Communications Ltd. Alcensoft A/S was chosen as the winner on the basis of their strong technological competences, requested parameters and competitive offers.
“We look forward to implementing a new joint tool that will make Norway’s 110 centres exchanges even more robust and at the same time increase information security,” says Per Gunnar Pedersen, chairman of NKS110. He emphasizes that this project is essential to ensure that the 110 centres can meet future requirements for alarm handling and preparedness.

Project start-up and expectations
Early August, a start-up meeting was held in Oslo, where the parties began to prepare a detailed project and progress plan. It is expected that the project will extend over a period of 12-18 months, where adjustments will be made continuously to ensure optimal implementation.
Economically advantageous and technologically advanced solution
The financial framework for the new AHV project is below the budgeted expenditure in NKS110’s financial plan for 2024-2027. Although Alcensoft’s solution involves certain development costs, it is based on a well-tested and reliable server architecture. This not only ensures a cost-effective implementation, but also long-term savings on service and maintenance.
Safecon AHV will integrate with- and use the same technical infrastructure as the new task management tool (OHV), which will provide significant savings on lines, licenses and hardware. At the same time, the technological infrastructure is designed to support the latest innovations in alarm solutions, including video, voice and IoT technology.
Future-proof and security-compatible solution
For many years, the fire service and 110 centres have stored large amounts of critical information in their IT systems. With the new centralized solution for AHV and OHV, this data will continue to be secure and meet the strictest requirements of the Norwegian Safety Act as well as the guidelines set out by the National Safety Authority (NSM).
The new AHV system represents a significant modernization compared to the current solution. The system is designed to handle alarms from advanced systems, which will ensure a higher degree of precision and efficiency in handling incidents.
Improved collaboration and future opportunities
One of the major advantages of the new solution is that the 110 centres will be connected through a centralized platform. This opens up new opportunities for cooperation, where the centres can support each other in the event of major incidents or crises. The Safecon AHV solution will thus help to strengthen preparedness throughout Norway.
Alcensoft wins contract to supply new alarm monitoring software to Royal Library’s Concrol Centre

The Royal Library’s security department’s Control Center (CC) wanted to replace their current system for alarm handling, which is no longer supported. In competition with a number of well-known players in the industry, we have won a provisional 6-year contract that includes the delivery and installation of our Safecon alarm management system as well as an associated Operation and Emergency Agreement that can ensure the daily operation of the solution.
The system for alarm handling is the tool that CC uses to receive signals from security systems, lifts, technical alarms, etc. from its 36 locations in Denmark. In addition, the system is used for monitoring people and vehicles. The signals come in via the Public Alarm Network (DOA), IP and SMS.
In addition to the system for alarm reception, an integrated digital map display (GIS) must be delivered, for use in displaying GPS positions, status and alarms from different receiver equipment and their specific alarm transmission protocols, e.g. from Alarmnet, Flextrac, Nox, SPC, S20/25, Jablotron, CSL and TSA elevator alarms.
The purchase must ensure that KC has up-to-date software/hardware for alarm reception and handling and a user interface that ensures that the operator can easily read and act operatively on the information provided by the system and can operate the system based on a logical and easily understandable structure of the user interface.
Sønderborg Municipality installs Alcensoft unmanned alarm monitoring software for their Home Care

Sønderborg Municipality (SK) has chosen Alcensoft to replace their old and no longer serviced call center system with a new modern serviced system. SK will install Alcensoft’s fully automated alarm monitorings software SafeconCare as an unmanned call center solution that connects citizens’ emergency calls to the nearest home nurse’s mobile phone. SafeconCare has been developed for handling a wide range of alarm types, including handling emergency calls/security calls and technical alarms for a municipality’s home care.
SafeconCare must, among other things, could handle the installed base of older landline-based and GSM emergency calls with older alarm protocols from Tunstall without necessarily having to replace these in the short term. – The solution is installed as a 100% dualized control center solution.
Lyngby-Taarbæk Municipality chooses Alcensoft alarm monitoring software for their Alarm Recieving Centre

Lyngby-Taarbæk Municipality (LTK) has chosen Alcensoft to replace their old and no longer serviced Autronica central control system with a new modern serviced system. Based on LTK’s requirements, Alcensoft’s fully automated alarm monitoring software SafeconCare will be installed at Lyngby Alarm Recieving Centre, which is staffed with operators 24/7/365. SafeconCare has been developed for handling a wide range of alarm types, including handling emergency calls/security calls and technical alarms for a municipality’s home care.
SafeconCare must, among other things, be able to handle the installed base of older landline-based and GSM emergency calls with older alarm protocols from Tunstall without necessarily having to replace these in the short term. – the system must eventually be integrated with the Municipality’s EOJ system NEXUS from KMD. – The solution is installed as a 100% dualized ARCsolution.
Vejle Municipality chooses Alcensoft and Neat’s high-quality IP/4G security phones for Home Nursing

In a tender round for the supply of care phones, Vejle Municipality’s Home Care has chosen Alcensoft’s Neat 4G 2-way care phones for its 1100 citizens eligable for a care phone.
As part of the safety-creating effort, Vejle Municipality (VK) therefore wanted to replace the current analogue emergency call devices with new IP/4G emergency call devices. VK wanted an operationally reliable solution that supported the digital welfare technology options that are being developed continuously (e.g. the possibility to ensure two-way communication in an emergency and to connect additional devices). Solutions that can all contribute to security for the citizen in their own home and/or contribute to a more optimal utilization of employee resources, and the choice fell on Neat’s quality products.
Alcensoft must ensure that all citizens’ emergency calls from the new Neat 4G care phones can create error-free communication with Vejle Municipality’s operators at their Alarm Monitoring Center. In addition, service, support, maintenance and training in the use of the care telephones and the accompanying administration system (Carephone Management Portal) must be provided.
Alcensofts alarm management system Safecon becomes part of the Access IoT ecosystem

Alcensoft has teamed up with Access IoT and is now able to offer, e.g. a municipality, a complete advanced IoT emergency call and sensor alarm and monitoring platform based on their gateway and IBM Watson/Bluemix palette.

Safecon monitoring system now fully integrated with RISCO VUpoint IP camera Platform

We are strengthening our presence in the market for intelligent video alarms and continuously seeking to support Alarm- and Control Monitoring Stations need to integrate their systems with new camera surveillance equipment.
We have integrated Risco Groups acclaimed VUpoint IP Camera Platform into our Safecon Alarm Monitoring Software used by among others G4S and Sector Alarm in various countries.
Specifically the Safecon Alarm Monitoring System now has new features using video snapshots created by the VUpoint IP cameras. The relevant VUpoint camera is uploading series of images from the RISCO server to the Safecon SQL database just after creation.
The controlroom operator shall now only access the images directly from the database in the well known Safecon user interface and avoids a detour around the RISCO server thus increasing security and flexibility in video support for the alarm handling.
The previous access via RISCO server’s file structure limited data handling. But the direct access to the database via Safecon now gives the control room operator advanced options for data maintenance and faster access to relevant images.
Furthermore Alcensoft already has an advanced direct integration from Safecon to the RISCO cloud with clips and snapshots enabling intelligent alarm handling from Risco video camera equipment combined with data from other sensors.

Safecon integration to Vision dispatch system
